northern virginia lawmakers that were on the committee, assigned to hammer out a transportation funding plan. >> we have 30% of the population. 30% of the money back. i wish it was better, but honestly it is pretty darn good in this business. >> reporter: statewide they will decrease and shift to a percentage tax to rise with inflation. plus, the owners have alternative vehicles that will be taking and paying a $100 fee. in northern virginia, in addition to the higher sales tax, there would be a 3% hotel tax and an increase in real estate sales taxes. and too much for some republicans. >> and if you settle home for $400,000, then you pay $2,000 more in taxes than if you had the same taxes in another county. northern virginias are going to get it six ways until sunday. >> reporter: but they will add up to $350 million. and alba says guaranteed for desperately needed northern virginia transportation construction projects. >> there is not one penny to

build one secondary road improvement that will be everything here in our highway. and the residential streets in my neighborhood. will is not one that you could not put a stoplight here if they don't realize it. >> reporter: and the plan may be ready for the house by friday. and in richmond, wusa9.com. even though that the republican, they support the plan, the attorney general, they do not support it. and the votes expected to be closed here in the house of delegates, they will be scheduled to adjourn on saturday, but they could extend if they need to. a teacher is facing some serious charges tonight, accused of praying on the elementary school students this morning. the montgomery county school arrested the man of frederick. and he will be teaching here at the elementary school in rockville. they say that he inappropriately touched an 11- year-old girl, forcing them to touch them. and he is the third teacher from the hall here, arrested in the last couple of years.

jeremy brown, arrested in 2011 on a hand full of charges involving the minors as they were arrested in 2011 as well as kicking and punching and assaulting nine kids. and those alleged attacks happened when they taught at the elementary school in silver springs. working prior to that. >> a former atf agent, robbed, shot, killed while walking his dog. it happened just before 10:00 last night on cardinal drive in woodbridge. the 65-year-old was just a block from his home when it happened. no one can understand why they would do this. >> reporter: greg was a tremendous man if he ever wants to find a modeled citizen as you look up here and you'll find it. >> reporter: the investigators say this is the man who killed the 25-year-old alexander smith, the off-duty lieutenant chased them down after the shooting. a lot of federal workers are crossing their fingers

right now. because next week, the massive across-the-board cuts are scheduled to kick in. but as the lawmakers will not be reaching a last-minute deal compromise, that the government is starting to tell the workers that dozens of federal agencies say that their job could be affect. they report from capital hill. president obama, he made phone calls with time running out before they take effect, putting the burden on lawmakers to stop the automatic cuts that will nearly impact every government agency. >> this is a problem that congress cannot solve. >> reporter: at a hearing, the house democrats put together here as they described how losing the federal money for the teacher aids and the head starts would hurt their district. >> they will stand to lose about $3 million in title one standing, which scares me. >> and they would have to cut more than $100 million. they could impact everything from the operation hours to

grass cutting from the grand canyon to hear at the national mall. tom kearnan from the conservation association says that the cuts will have a ripple effect. >> the local communities are going to get hammered economicically. i think that it will be devastating for the parts here for them and it will be embarrassing for the country. the former republican, they helped pass four balanced budget. saying that washington will be doing it to themselves. >> all of this will be compounding, about a month. every month there is another crisis. and it is manufactured by congress. and that is no way to run in operation. >> they will return next week with just four days left to reach a compromise. danielle nottingham, cbs news, washington. now, the pure research poll as they were asked if the presidt and congress, if they cannot reach a deal to stop the automatic budget cuts, which would be better. they will say to delay those spending cuts. 44% say to let them go and 11%,

they had no opinion at all. but when asked who would be more to blame if no deal is reached by march 1, that 49% of them said that the congressionalrepublicans. 31% blamed president obama. 11% say it is both of them. now, 7% says neither one. but the threat of the government furloughs have workers pretty upset, which is why that we here at wusa9.com, they have started a petition. and we are asking if the penalties here for the federal workers if they are furloughed due to the sequestration. if you want to weigh in on the debate, go to wusa9.com and you'll find the petition here on their home page. well now to a guilty plea on one of the most prominent olympic coaches. they were admitted in court to sexually abusing the then 13- year-old swimmer just decades ago. >> i'm bruce leshan here at the circuit court in rockville where one of their most prominent olympic swim coaches, that they have just pleaded

guilty to child sexual abuse. >> what do you think, any comments? >> reporter: they left the courthouse with sentencing still hanging over them. they are looking at the possibility of 15 years here in prison. and for abusing one of their young swimmers. >> and that they have had a life-long impact on her as it does not go away. >> reporter: they stood silently next to the prosecutor after the guilty plea. giving their parents about $150,000. back in the 1980s to keep quiet about the abuse. but they say when she saw him coaching the other young swimmers at the olympic tryouts, she could no longer remain silent. >> when you are 13, 14, 15, you're not in a voluntary relationship with someone that is 20 years or a senior who is your coach. that is not voluntary. that's abuse. >> in rockville, bruce leshan, wusa9. the maryland house of delegates have approved the measure to rule that pit bulls

were an inherently dangerous breed. and without the previous evidence that they were even dangerous. all dog owners, regardless of the breed would be presumable liable for the tax. a large and dangerous winter storm that was pounding the nation's mid-section right now. heavy snow and strong winds have shut down a 90 mile stretch of interstate 70 in kansas. parts of the state are buried in under more than a foot of snow. arkansas has also been coated in ice and sleet, triggering power outages. tow truck drivers have had a busy day all across oklahoma. the storm has canceled dozens of flights across the midwest. well, this is a story grabbing the headlines for days now. the chinese hackers breaking into the computer systems virtually everywhere in washington tonight and in your only local news at 7:00, we talked to a computer security expert about how nervous we ought to be about these attacks. why didn't we see them coming? the answer at 7:00.

and still ahead a teenager survives a 45-foot fall from a ski lift chair. plus, would legalizing marijuana lead to a nation of stone drivers putting us all in danger? we'll take a look at how some motorists will do behind the wheels. still windy out here, not as breezy or windy as yesterday, but it is plenty cold. here are the numbers. only 41 was the high, 25 was the low. the downtown here. and averages are now 39 and 32 and the record high is 7 above. we'll come back. and the big blizzard in the midwest will have an impact on us and just in time for

a teenager survives a 45- foot fall from a ski lift chair. they then posted this on youtube last week happening at a place called ski santa fe. they appellantly threw a snowball at someone and then slipped, dangled from the chair for a few seconds and fell. the director said that the teen spent a couple nights in the hospital for observation, but reportedly doing okay. the ski director says these kind of accidents happen once or twice every season. and the d.c. council member

wants them to reprimand him of alcohol beverages. they found evidence that graham broke rules when he tried to be a go-between a metro land deal five years ago. >> my recommendation to the council is that it is time to speak or they will reprimand him for his conduct. we need to set aside the conduct in order to have a process. asking them not to vote on monday, that we're in court right now or we'll have a hearing and the rest of it will be held until all of that gets resolved. >> reporter: he plans to introduce his measure at a special session on monday. in the meantime the former head of d.c.'s security office is charged with tax fraud. as our bruce johnson first reported on twitter that he was charged in a criminal information time today. generally meaning a guilty plea

how high is too high to dry? making the pot legal for the last ejection. pot is legal for medical use. so law enforcement agencies across the country are trying to answer the question. how high is too high to be behind the wheel? from our sister station in seattle, they recorded three pot smokers to try to find out. >> and this strain is called blueberry train wreck. >> reporter: as a consultant preparing our marijuana smoke lab, three volunteers each took a practice run on a course set up by the county sheriff's office, designed to test their basic driving skills. in the car with them is the school instructor who has a break on his side of the

vehicle for safety. our first volunteer is a 27- year-old medical marijuana patient and heavy daily user who had smoked some pot prior to arriving. a blood test before our experiment began, showed that she came to the track already three times the new legal limit for driving under the influence of marijuana. and while learning the course, she turned too sharp at a stop sign, clipping one of our cameras, but the instructor told us that her driving was actually fine. the second volunteer is the 34- year-old dillon using pot on weekends and the initial test showed no marijuana in his system. finally the 56-year-old jeff who uses only occasionally. also starting out with no detectable pot in his body. next, we have the volunteers start smoking marijuana. we gave them each .3 grams to smoke and from the light to the heavy user, ask them how they felt. >> i'm getting really buzzed. i feel relaxed and buzzed.

>> and i feel normal. >> reporter: back behind the wheel, they drove a bit slower than they should and at one point struck a traffic cone. a blood test would show she was driving at seven times the legal limit for pot with 36.77 than grams of marijuana in her system. but still driving okay. and after .3 gram of pot, dillon was doing fine behind the wheel. >> yeah, it was fun. even though they would reveal he was driving at five times the legal limit with 26 than grams of pot in his system. and when we got jeff on the track, he was being cautious and driving slower than what he should, which could catch the eye of a police officer on the road. his blood test showed jeff was four times the legal limit. and with nearly 22 than grams in his system. again his driving was slow, but still at acceptable levels. >> you did real well. >> reporter: we had them smoke and drive two more times until they had all smoked .9 grams of

pot and they were feeling it. >> i'm starting to get it. oh yeah. >> reporter: it started to show more on the road with a drug recognition officer watching. he had trouble remembering how to drive the course. and then while going through a 20 miles an hour corner, the instructor had to grab the wheel to stop dillon from swinging wide and hitting our photographer. and jeff's driving also got worse the more he smoked. we watch him back over a cone. and addi was becoming much more aggressive. excited about being high and behind the wheel. >> it is one time in your life that you get to do this, you should do it. [ laughter ] yeah. >> and it seems like a lot of smoking going on there. after the driving course, all three pot smokers were given sobriety test. the enforcement officer determined that all three of them would have been arrested. >> and i don't think that you could get it. >> that is an amazing story. that it was approved and moved forward. >> and that they did that. >> you could hear in the

background they were playing the grateful dead. you just couldn't hear that. >> yeah. but it's an interesting issue if they are going to legalize it. >> yeah. >> what are the limits? >> you need to have limits. 41 was the high. the average high was up to 48 today. almost 10 degrees below average with a little piece of this midwestern blizzard headed our way. i wish it was a bigger piece, but it's not. that will play a big role in our forecast tomorrow, which is why we think that it will be showing you a little more sleet or snow. it'll drag the surface temperature down. winds are out of the northwest at 15. not nearly as strong as yesterday. so here is the storm. a piece of it goes this way and that way. we're sort of in the middle, but the problem is the timing with this. and now 33 right now in german town.

and 35 in andrews. looking at 36 in college park and 35 here. the temperatures will be falling pretty quickly. and the problem is the evening commute tomorrow and then more rain on saturday and with the second storm. although that the heaviest precipitation will be staying offshore with rain and showers all day on saturday. and with clouds and you'll notice that there is nothing pink or blue over the immediate metro area. and they are now at 10:00, and you could be at work by then and that it will be back here in culpepper. the snow is the blue and the mix is the magenta or the pink and then the noon hour, snow in fairfax and reston and out on route 7 into loudon county. 2:00 some snow between d.c. and baltimore.

if you have plans to do some driving in the afternoon between d.c. and baltimore, you might want o to rethink that. a look at all the pink that will show up. still a mix down to fredericksburg at 4:00 in the afternoon and the timing could not be worse. and it will be yellow, of course, tomorrow with the afternoon mix. and only 38. that may be high. 43 on saturday. everybody will go to rain and showers. with that said on friday night. we have pockets of freezing rain in your forecast. and then it will be nice on sunday. temperatures are around 50 with the sunshine. next seven days. monday is okay too. back in the lower 50s. a cold rain on tuesday. then we're looking at temperatures here getting colder on wednesday and thursday and maybe a flurry. and maybe some snow showers as we will be getting into next week. they will move
